      A user is trying to import into a general journal.  The import is successful but the journal is blank.  This user does not have SUPER rights.  Anyone with SUPER rights uploads successfully.  What rights are needed for a user to be able to import?

        The table permissions are handled by base Business Central, not the Import Export tool. You would need the same permissions as if you were applying a configuration package, which is generally best to be done by a super user. For more details on table permissions, you would need to contact Microsoft directly.
