Alternatively, you can build a design so the manufacturing quantity is added as two item choices (e.g., the actual quantity and the scrap quantity).

You would then include the weight for the actual quantity item, and not include any weight for the scrap quantity item. The resulting BOM would include two lines/items for the same item (e.g., one for 22 quantity and another for 2 quantity = total 24 quantity).
